The War in Iraq, Global Warming, Darfur: What Role for the United Nations?

The many voices of the world are heard in the General Assembly of the United Nations. But, the real power to act on the needs expressed by the many voices is vested in the Security Council.  So why wasn’t the Security Council able to prevent the war in Iraq? Has the Security Council failed the people of Darfur? Would a reformed Security Council make a difference, and if so, what are the reform possibilities?
