Paul Rufien is a Colorado attorney specializing in the representation of local government entities, with particular emphasis on special districts, as well as other non-profit entities. Through his practice, Rufien has extensive experience in, construction contracts, real property transactions, public finance and all other contractual and transactional matters affecting local governments in Colorado. Rufien is an experienced litigator, having tried numerous cases before the Colorado and Federal courts. He has been lead counsel in published appellate opinions impacting Colorado local governments.
Apart from his legal career, Rufien serves on the Columbine Memorial Committee and has since its inception shortly after the 1999 tragedy. Through his involvement, Rufien worked in concert with other members to retain a design firm, work closely with families of those murdered and injured, raise funds, deal with media inquiries, serve as de facto legal counsel (Rufien represented the Foothills Park & Recreation District in Federal Court regarding issues related to the Memorial), coordinate volunteer groups, issue public statements, draft contracts for services and construction, oversee the budget of the Committee and Memorial Project, organize groundbreaking and dedication ceremonies, see the Memorial through to fruition, and organize and participate in a non-profit entity for ongoing maintenance.
