Legislating ethics: The impact of governmental regulations

Governmental regulations are intended to protect citizens. Every industry in the US is subject to a form of regulation, with some industries more heavily regulated than others, and for good reason. However, can ethical behavior be legislated? What are the ethical implications of regulation with respect to its costs and benefits to customers, entrepreneurs and other business owners and to society? How may government better anticipate the unintended consequences that might accompany changes in regulation? What happens when the government is tasked with regulating itself?
