As the Legislative Director for the Indiana Department of Child Services (DCS), Parvonay Stover is responsible for the agency’s lobbying efforts at the state capitol in Indianapolis. This includes developing the agency’s legislative priorities, testifying before the Indiana General Assembly on policy and fiscal issues, and managing agency implementation of all policy changes to comply with new laws. In the 2016 legislative session, Parvonay successfully pursued legislation to add human trafficking to Indiana’s child welfare statutes to ensure that DCS and the juvenile courts were able to intervene in cases of child sex and labor trafficking. In the 2015 budget session, Parvonay successfully advocated for a $38M budget increase for DCS — $23M to fund the State Adoption Subsidy to assist families adopting children from foster care, and $15M to hire more than 100 new case workers and supervisors.
Previously, Parvonay served as an education fiscal analyst under the Indiana Office of Management and Budget, overseeing budgets and spending for the state’s public colleges and universities, as well as a legislative assistant for the Indiana House of Representatives. After a brief stint as a cello performance major, Parvonay earned degrees in political science at Ball State University and public policy at Indiana University School of Public and Environmental Affairs.
In her free time, Parvonay pretends she’s a world famous chef and makes a mess of her kitchen trying new recipes. She lives in a historic home in Indianapolis with her husband, two mischievous bull terrier puppies, and a well-fed cat.
