The meaning of self-government

What does self-government mean, and what does it entail? Is it a religious calling? A moral aspiration? A political practice? A project of self-discovery? Something else? What kind of education and what kind of practices does self-government require? How should we think about self-government in a consumeristic, bureaucratic, globally connected nation such as ours?
