Dr. Charles E. Lewis, Jr. is co-founder and president of the Congressional Research Institute for Social Work and Policy, a nonprofit organization created to complement the mission of the Congressional Social Work Caucus. From 2002-2010, Lewis was a faculty member at the Howard University School of Social Work.  Lewis has been a strong advocate for children’s mental health as president of the Mental Health Association of the District of Columbia and has published extensively about the need for early detection and treatment as a means to reduce the over-representation of African Americans and Latinos in the criminal justice system. Lewis co-edited Ministry with Prisoners and Families: The Way Forward with Dr. W. Wilson Goode and Dr. Harold Dean Trulear. 

He received his PhD in policy analysis from Columbia University in 2002, earned his Master of Social Work from Clark Atlanta University and a BA in psychology from the College of New Rochelle.
